TOWN CLERK’S BUSINESS
The minutes of the Town Board meeting of November 22, 2011 were approved as presented.
The Town Board honored the players and coaches of the 2011 Niskayuna High School Girls Field Hockey Team for being the Suburban Council champions for the 2011 season and finishing the season with a record of sixteen wins and two losses (including twelve shutouts). Councilwoman McGraw congratulated the team and coach on a very successful season. Congratulations to all the seniors on all their playing seasons.
The Town Board recognized Sharon Gilbert for her dedication and commitment to the Town of Niskayuna for the past 22 years. They congratulated her on her retirement and thanked her for her years of service.
Public Hearing No. 1: to consider an amendment to the Town Code regarding the clarification of the principle permitted uses in C-Highway Commercial District in the Town’s Zoning Ordinance.
Leslie Gold, 1919 Pawtucket Avenue, is glad to see up-dating on an old ordinance as this should be a very clear document; this is a step in the right direction.
When no other members of the public wished to be heard, Supervisor Landry closed the public hearing.
PRIVILEGE OF THE FLOOR
Leslie Gold, 1919 Pawtucket Avenue, expressed that it was nice giving Sharon Gilbert a resolution. She is always a helpful, up-beat person.
Elmer Birch, Orchard Park Drive, will be hosting Green Talk once again. Topics for discussions will be 1) Bond rating: what is it and what does it mean? 2) DEC decision of the sewer systems and how it will be addressed.
He believes that improvements could be made regarding the Niskayuna cable channel and would like ideas for people to be on the show.
Transportation and Public Facilities –Councilwoman McGraw reported the Highway crews have been out plowing and are doing a great job. Trees are still being cleared and the parks are being cleaned up. The next Highway Committee meeting is February 3rd at 10 am.
Public Works – Councilwoman McGraw is working on a grant from NYS Energy Research Development Authority with Matt Yetto and Rich Pollock which will improve the lighting efficiency around town.
The Town is partnering with the Mohawk Club on drainage issues to improve the area around Rowe Road. This area floods very easily.
Parks and Community Programs – Councilwoman McDonnell reported the reorganization of this committee will include all the community programs for youth, adults and seniors. This will allow a better coordination of the programs. The committee will meet the first Thursday night of each month; February 2nd is the next meeting. Recognizing the importance for the board to get input from seniors, they realize that evening meetings may not be best; therefore, we will be creating a senior advisory committee that can meet at a better time.
Nineteen bids were received and opened for the Pavilion at Blatnick Park and are being reviewed. Winter youth programs are going smoothly and we are in the planning process for the summer programs.
Economic Development, Historic Preservation & Environmental Conservation – Supervisor Landry reported he met with Mary Ivy from New York State DOT and talked about the traffic light at Mansion Square and State Street. We will be seeing activity on that traffic light soon. The Men’s Warehouse and a Wendy’s will be opening soon. GNC will be opening in Mohawk Commons. We have started to speak with the Federal Government with regards to the Armory on Hillside Avenue; building and plumbing permits are needed for the new addition. Trustco Bank on Balltown Road is now open and a drive through ATM will be available soon. The Giniecki condominium project on Consaul Road has had their use variance granted by the Zoning Board, so they will be moving forward with that project soon.
The following resolutions were approved with a vote of four ayes unless otherwise noted.
Resolution2012-22, appoints Michele M. Martinelli as Town Registrar.
Resolution 2012-23, appoints Stan Fiminski as Deputy Chief of Police.
Introduction of Proposed Local Law No. 2 (2012).
Resolution 2012-24, calls for a public hearing to amend the Vehicle and Traffic Code to
provide for the installation of a stop sign on Leroy Street and Gasner Avenue.
Resolution 2012-25, authorizes Consolidated Water District No. 1, Extension #165.
Resolution 2012-26, authorizes Drainage District No. 33.
Resolution 2012-26, authorizes Sewer District 6, Extension #121.
Resolution 2012-28, enacts Local Law No. 1, amending the Town Code on Taxation,
regarding a senior tax exemption.
Resolution 2012-29 authorizes the supervisor to execute an agreement regarding the
Resolution 2012-30, appoints Michele M. Martinelli as a Marriage Officer in the Town of Niskayuna.
Resolution 2012-31 authorizes the advertising for bids for the purchase of a water
Resolution 2012-32 authorizes the supervisor to enter into an extension of a contract
with the Animal Protective Foundation of Schenectady, Inc. for the impounding and care of dogs.
Resolution 2012-33 appoints Kevin Pomeroy to the position of Maintenance Worker in
the Water & Sewer Department.
Resolution 2012-34 authorizes the sale of certain surplus town equipment.
Resolution 2012-35 authorizes the supervisor to enter into a water payment plan
Resolution 2012-36 makes certain budget modifications to the budget.
Resolution 2012-37 enacts Local Law No. 2 to amend the town code regarding the
pickup of brush, grass and weeds.
Resolution 2012-38 adopts a new town-wide harassment policy
Resolution 2012-39 honors the players and coaches of the 2011 Niskayuna High
School Girls’ Varsity Field Hockey Team.
Resolution 2012-40 congratulates Sharon Gilbert on her retirement and thanks her for her
years of dedicated service to the town.
There being no further business to come before the Town Board, Supervisor Landry adjourned the meeting.
