Town Board Minutes 5/17/12

AT THE SPECIAL  MEETING OF THE TOWN BOARD OF THE TOWN OF NISKAYUNA DULY CALLED AND HELD ON THE 17TH DAY OF MAY 2012, AT 7: 00 PM AT THE NISKAYUNA TOWN BOARD ROOM, ONE NISKAYUNA CIRCLE, NISKAYUNA, NEW YORK, THE FOLLOWING MEMBERS WERE PRESENT;

Joe Landry, Supervisor
Julie McDonnell, Councilwoman
Denise Murphy McGraw, Councilwoman
Liz Orzel Kasper, Councilwoman
Jonathan McKinney, Councilman

Others present: Michele M. Martinelli, Town Clerk; Peter Scagnelli, Town Attorney; Matthew Miller, Deputy Attorney; Stanley Fiminski, Acting Police Chief; Paul Sebesta, Comptroller; William Lawrence, Computer Network Coordinator;  Richard Pollock, Superintendent of Water/Sewer.

CEREMONIAL RESOLUTIONS

The Town Board declared the week of May 13th – 19th, 2012 as National Police Week in the Town of Niskayuna.  Councilwoman Kasper presented Acting Police Chief Fiminski with the Resolution.

PUBLIC HEARINGS

Public Hearing No. 1:  to consider a proposed increase and improvement of the facilities for Consolidated Water District No. 1 regarding the purchase of an emergency truck.
When no members of the public wished to be heard, Supervisor Landry closed the public hearing.

Public Hearing No. 2:  to consider a proposed increase and improvement of the facilities for Sewer District No. 1 regarding the purchase of an emergency truck.
When no members of the public wished to be heard, Supervisor Landry closed the public hearing.

Public Hearing No. 3: to consider a proposed increase and improvement of the facilities for Sewer District No. 6 regarding the design and planning of an inflow/infiltration study, the purchase of an emergency truck, and the purchase of a generator.  
When no members of the public wished to be heard, Supervisor Landry closed the public hearing.

PRIVILEGE OF THE FLOOR

        Amy Howansky, 2883 Whitmyer Dr.; has attended committee meetings and is posting them on a radio station and on the web.  She would like to know why the sewer building was taken off the Conservation Committee agenda.  She will be filming a PSA on the trail system in the Town of Niskayuna. She also asked about foil requests that she had made. Amy, a horticulturist, expressed that she will be available to help with any future town planting.

        When no other members of the public wished to be heard, Supervisor Landry closed Privilege of the Floor.


RESOLUTIONS
The following resolutions were approved with a vote of five ayes unless otherwise noted.

Resolution 2012-116, appoints a person to the Board of Assessment Review.
        Resolution 2012-117, appoints a person to the Conservation Advisory Council.

        Resolution2012-118, employs an engineering firm to perform a regional water supply and distribution system study.

        Resolution 2012-119, employs additional persons in the Town’s Water and Sewer Department.

        Resolution 2012-120, authorizes the supervisor to execute a collective bargaining agreement with the Niskayuna Police Benevolent Association.

        Resolution 2012-121, authorizes the purchase and installation of playground equipment at the town pool.

        There being no further business to come before the Town Board, Supervisor Landry adjourned the meeting.
