AT THE REGULAR MEETING OF THE TOWN BOARD OF THE TOWN OF NISKAYUNA DULY CALLED AND HELD ON THE 28th DAY OF AUGUST, 2012, AT 7: 00 PM AT THE NISKAYUNA TOWN BOARD ROOM, ONE NISKAYUNA CIRCLE, NISKAYUNA, NEW YORK, THE FOLLOWING MEMBERS WERE PRESENT:

PRIVILEGE OF THE FLOOR
Justin Brennan, 1941 Holiday Drive, is in agreement with the town on lifting the easement abandonment.
Lorene Zabin, 2455 Brookshire Drive, is concerned with the wording of the bus resolution and the size of the bus and would like to know if the $9500 that was given to the seniors is being used for the bus.
Margaret Blechinger, 2410 Parkville Place, has some concerns with the specs on the new town bus.
Leslie Gold, 1919 Pawtucket Avenue, agreed with the hearing on the hydraulic fracturing.
When no other members of the public wished to be heard, Supervisor Landry closed Privilege of the Floor.
Transportation and Public Facilities – Councilwoman McGraw reported that the paving is about to be completed for this season and they are looking ahead to evaluate the town roads for the paving needed for next year. The committee is looking into upgrading the lighting fixtures at the Recreation Center along with fixing the roof of Town Hall and repairing and painting the front of Town Hall.
Public Works – Councilwoman McGraw announced that the public works committee is checking and repairing leaks in the water and sewer system and will start replacing fire hydrants around town.
Police & Safety Committee – Councilwoman Kasper welcomed back Chief Lubrant and announced that we will be appointing a dispatcher. The committee is moving forward with the Daisy Lane no parking signs and has started the process of purchasing new police cars. The next meeting will be held on the Friday after Labor Day at 9:30.
The following resolutions were approved with a vote of four ayes unless otherwise noted.
Resolution 2012- 193 appoints a person to the position of civilian police dispatcher in the police department.
Resolution 2012-194 authorizes the abandonment of a town easement.
Resolution 2012-195 authorizes the purchase of mulch for various playgrounds.
Resolution 2012-196 authorizes the submittal of a safe-routes-to-school grant seeking funds from the New York State Department of Transportation.
Resolution 2012-197 accepts a bid for the purchase of a Town bus.
Resolution 2012-198 enacts a local law to amend the Vehicle and Traffic code to provide for a no parking zone at Daisy Lane and Eastern Parkway.
Resolution 2012-199 accepts a bid for the purchase of a cab/chassis for use by the Town Highway Department.
Introduction of Proposed Local Law No. F (2012).
Resolution 2012-200 calls for a public hearing to enact a local law for a moratorium on hydraulic fracturing and related activities.
Resolution 2012-201 employs additional persons in the Niskayuna recreation program.
Resolution 2012-202 authorizes the sale of certain surplus Town equipment.
Resolution 2012-203 amends a resolution authorizing the purchase of computer software for the SCADA system.
Resolution 2012-204 authorizes the advertising for bids for a water main extension on Banker Avenue.
Resolution 2012-205 makes certain budget modifications.
Resolution 2012-206 authorizes the supervisor to renew an agreement for employee assistance services.
Resolution 2012-207 authorizes the issuance of a request for proposals for services for the replacement or repair of certain water valves.
Resolution 2012-208 authorizes the hiring of contractors for Town Hall roof repairs and painting.
Resolution 2012-209 authorizes the purchase of a new one-ton dump truck for use by the Town’s Highway Department.
Resolution 2012-210 is in regards to a safety committee.
There being no further business to come before the Town Board, Supervisor Landry adjourned the meeting.
