AT THE REGULAR MEETING OF THE TOWN BOARD OF THE TOWN OF NISKAYUNA DULY CALLED AND HELD ON THE 25TH DAY OF SEPTEMBER, 2012, AT 7:00 PM AT THE NISKAYUNA TOWN BOARD ROOM, ONE NISKAYUNA CIRCLE, NISKAYUNA, NEW YORK, THE FOLLOWING MEMBERS WERE PRESENT;

The following resolutions where approved with a vote of five ayes unless otherwise noted.
Resolution 2012-226 recognizes the following students for their efforts involving the Relay for Life event in Niskayuna on June 8, 2012: Michael Corcoran, David Kosenski, Joe Repicky, Caitlin Ironside, Jake McKenna, Jana Schreer, Malavika Nair, Cooper Wick, Julia Kwiatkowski, Laura Mueller, Hayley Faranda, Sarah Brzesinski, Molly Ryan, Mike Heim, Peter Olson and Jack Gallo. The resolution also honored Genevieve Thaler from the American Cancer Society.
Resolution 2012-227 recognizes Tim Nagell, Dan Galli and Alan Schwartz, employees at the Niskayuna Water Plant for their efforts as Niskayuna’s water won the “State’s Best Tasting Drinking Water” contest at the State Fair in Syracuse.
Resolution 2012-228 honors the following participants and winners of the Second Annual Niskayuna “Art-Out” - Almira Saifi, 1st Place, Rosemary Nafralis, 2nd Place and Jonathan Stasko, 3rd Place. The painting done by Almira Saifi will be made into a Holiday Card that will be sent out by Supervisor Landry this year.
PRIVILEGE OF THE FLOOR
Elmer Bertsch, 2097 Orchard Park Dr.: has questions on resolution 2012-222 and wanted more information on the agreement. He also has concerns with the lack of knowledge the public may have in regards to the PILOT (Payment In Lieu of Taxes) program in Niskayuna and would like more information on this program made available to the public.
When no other members of the public wished to be heard, Supervisor Landry closed Privilege of the Floor.
Community Programs Committee - Councilwoman McDonnell reported that the fall sports programs have started and planning for the winter programs has begun. The annual Fall Fun Run was held this past Saturday, and the adult 5k was completed just before the rain started. The kids’ runs were postponed and will be rescheduled for a later date.
Senior Advisory Committee - Councilwoman McDonnell reported on September 11th the senior center held a veterans luncheon where there was music and dancing and some of the seniors brought side dishes which made for a wonderful time. The new bus has arrived, and has used be the seniors; everyone seems to be happy with it. The senior advisory committee will meet this Friday at 10 am at Town Hall and the Community programs committee will meet October 4th at 7 pm at Town Hall.
Public Works – Councilwoman McGraw reported that since work was being done on Balltown Rd we have taken the opportunity to replace man hole covers, this helps the town with the inflow and infiltration. Rich Pollock has been working closely with the Army Reserve on the reconstruction on Hillside Avenue. The Transfer Station survey will be closed out at the end of the month
Highway Community - Councilwoman McGraw reported that it is lawn and leaf debris time and the Highway Department is very busy preparing. There will be an announcement in the Daily Gazette starting on Saturday listing the zones and the pick-up days. We are also working on upgrading the lighting system at the recreation center along with addressing drainage issues. Councilwoman McGraw also announced that this Saturday is Drug Take Back Day at Town Hall from10am to 2pm.
Public Safety Committee – Councilwoman Kasper reported that the next meeting will be held on October 5, 2012 at 9:30. The police department will be purchasing two (2) new police cars and two (2) new in-car cameras. The Councilwoman made note that the police department has been on Balltown Road during the paving. Councilwoman Kasper expressed condolences to Deputy Chief Fiminski’s family for the recent passing of his mother Eva Fiminski.

Resolution 2012- 212 amends a resolution employing additional persons in the Engineering Department and the Highway and Parks Department.
Resolution 2012-213 makes a determination as to the public interest of the increase and improvement of facilities of Consolidated Water District No. 1 in the Town Of Niskayuna
Resolution 2012-214 appoints a person to the position of executive secretary II in the Police Department.
Resolution 2012-215 employs independent contractors in the Niskayuna recreation program.
Resolution 2012-216 authorizes the purchase of new in-car cameras for use by the town’s Police Department.
Resolution 2012-217 appoints and engineering technician I in the Engineering Department.
Resolution 2012-218 appoints a person to the position of water and sewer maintenance worker in the Water and Sewer Department
Resolution 2012-219 authorizes the purchase of new police vehicle for use by the town’s Police Department.
Resolution 2012-220 authorizes the sale of certain surplus town equipment.
Resolution 2012-221 authorizes the supervisor to enter into an agreement to permit construction of a portion of a paved driveway within a town easement.
Resolution 2012-222 authorizes the supervisor to enter into a settlement agreement.
Resolution 2012-223 makes a determination as to the public interest of the increase and improvement of facilities of Sewer District No. 6 in the Town of Niskayuna.
Resolution 2012-224 makes a determination as to the public interest of the increase and improvement of facilities of Sewer District No. 1 in the Town of Niskayuna.
Resolution 2012-225 makes certain budget modifications.
There being no further business to come before the Town Board, Supervisor Landry adjourned the meeting.
