Town Board Minutes 4/23/13
AT THE REGULAR MEETING OF THE TOWN BOARD OF THE TOWN OF NISKAYUNA DULY CALLED AND HELD ON THE 23th  DAY OF APRIL, 2013, AT 7:00 PM AT THE NISKAYUNA TOWN BOARD ROOM, ONE NISKAYUNA CIRCLE, NISKAYUNA, NEW YORK, THE FOLLOWING MEMBERS WERE PRESENT;

PUBLIC HEARING

        A public hearing to consider the application of Robert Goodman Realty, LLC for the reuse of 800 square feet of office space for a barber shop at 1521 Balltown Road.

        Leslie Gold, 1919 Pawtucket Ave, commented that it was her understanding that there will be no exterior changes to the building and that it seems a reasonable use for the property.

        When no other members of the public wished to be heard, Supervisor Landry closed the Public Hearing.

PRIVILEGE OF THE FLOOR

        Joseph Rourk, 1183 Godfrey Lane,   is the Entertainment Chair for Niska Day 2013, which will be held on May 18, 2013.  Joseph announced that the theme for this year is Vegas, and he introduced to the Board an Elvis impersonator who will be entertaining at Niska Day.

        Leslie Gold, 1919 Pawtucket Ave, is concerned with the many roadway distractions that arise in the summer months, which could prove difficult in navigating some of our town streets. Some of the distractions she noted are children playing in the road and basketball hoops on the side of the road.

        Joseph Yakel, 914 Vrooman Ave, spoke to the subject of the New York State Safe Act and encouraged the Town Board and Supervisor to oppose this act.

        When no other members of the public wished to be heard, Supervisor Landry closed Privilege of the Floor.


COMMITTEE REPORTS

        Community Programs Committee - Councilwoman McDonnell announced that the next committee meeting will be held May 2nd at 7:00 pm at Town Hall. Councilwoman McDonnell reported that spring sports are underway and the Driving Range will open April 27th.  Clean up for the park and fields are coming along and the summer sports programs are online.  A handicap lift for the Town Pool is being purchased and will be installed for the season.  The committee is also working on grassland and bird program and Disc Golf will be opening soon.

        Senior Advisory Committee – Councilwoman McDonnell announced that the next meeting will be the last Friday of the month and that the May calendar is available. The Senior Center membership is increasing and we are encouraging people to join.   

        Transportation and Public Facilities and Public Works Committees – Councilwoman McGraw thanked the Niska Day committee for being at the Board meeting tonight.  She reported that the spring clean-up is underway and the weekly yard waste pick-up has started. Councilwoman McGraw announced that the 2 year water meter project is just about complete and the drainage project on Rowe Road and Morgan are almost complete.

        Public Safety Committee - Councilwoman Kasper announced that the next meeting of the committee is scheduled for May 6th.  She reported that the committee is working on purchasing new radios for the police cars, and thanks to Chief Lubrant we will be continuing to address the New York State Safe Act Law.

RESOLUTIONS

        The following resolutions were approved with a vote of five ayes unless otherwise noted.

Resolution 2013-59 appoints the chair of the Zoning Board of Appeals.

Resolution 2013-60 authorizes an amendment to the fee for the registration of multiple dwellings.

Resolution 2013-61 authorizes the hiring of an engineering firm to provide consulting work for the Town’s Comprehensive Plan Committee.

Resolution 2013-62 authorizes the Supervisor to enter into an agreement to permit installation of a drainage pipe in the town right-of-way.

Resolution 2013-63 makes certain budgetary modifications.

Resolution 2013-64 accepts bids for the purchase of materials used by the town of Niskayuna in its public works operations during 2013.

Resolution 2013-65 permits the purchase of materials from a Schenectady County bid award.

Resolution 2013-66 authorizes a contract for the public display of fireworks for the town of Niskayuna Niska-Day celebration.

Resolution 2013-67 authorizes the Superintendent of highways to accept bids for temporary laborers in the highway department.

Resolution 2013-68 authorizes the Supervisor to execute a letter of intent for the future purchase of a license plate reader.

Resolution 2013-69 accepts easements adjacent to Morgan Avenue.

Resolution 2013-70 authorizes the purchase of a handicap lift for the town pool.

Resolution 2013-71 names certain town owned property the Rachel Carson Nature Preserve.

Resolution 2013-72 establishes a standard work day and reporting.

Resolution 2013-73 employs additional employees in the Town’s recreation program and water and sewer department.

Resolution 2013-74 calls for a public hearing on proposed consolidated water district extension #166.

Resolution 2013-75 accepts a bid for roof replacement and painting at town hall.

Resolution 2013-76 authorizes the sale of certain surplus town equipment.

Resolution 2013-77 enacts a local law to amend chapter 17 of the code of the town of Niskayuna entitled ethics.

Resolution 2013-78 authorizes the supervisor to enter into an agreement to permit construction of a shed within a portion of a town easement.

Resolution 2013-79 authorizes the hiring of a contractor to install fencing at Blatnick Park.

Resolution 2013-80 takes action on an application for a special use permit to allow a barber shop at 1521 Balltown Road.

CEREMONIAL RESOLUTION

Resolution 2013-81 recognizes the artists who participated in the Town of Niskayuna 2013 Winter Art Display.

The following artists were recognized for their paintings that were judged by Supervisor Landry and the Town Board
  • Neil R. Shapiro:                1st Place
  • Karen Cummings  2nd Place
  • Jonathan Stasko         3rd Place
An announcement was made by Eddie Cannizzo in regards to the 3rd Annual Art Out, which will take place August 9-11, 2013 at Blatnick Park.

        There being no further business to come before the Board, Supervisor Landry adjourned the meeting.
