Town Board Minutes 6/16/2011
AT THE SPECIAL MEETING OF THE TOWN BOARD OF THE TOWN OF NISKAYUNA DULY CALLED AND HELD ON THE 16TH DAY OF JUNE, 2011, AT THE NISKAYUNA OFFICE BUILDING, ONE NISKAYUNA CIRCLE, NISKAYUNA, NEW YORK, THE FOLLOWING MEMBERS WERE PRESENT:

Jonathan McKinney, Councilman
Liz Orzel Kasper, Councilwoman
Denise Murphy McGraw, Councilwoman
Julie McDonnell, Councilwoman
Joe Landry, Supervisor


Also present: Barbara A. Nottke, Deputy Town Clerk, Peter Scagnelli, Town Attorney, Matt Miller, Deputy Town Attorney, John Lubrant, Chief of Police, Frank Gavin, Superintendent of Highways, Paul Sebesta, Comptroller and Matt Yetto, Town Engineer.

PRESENTATION

        Councilwoman McDonnell introduced Niskayuna High School Earth Science teacher, Paul Scott, who led the presentation given by several of his students, each having won awards for outstanding achievement in the field of scientific research. The presentation consisted of each student’s award-winning project won at the RPI Science & Engineering Fair earlier this year. The awards for individual projects were as follows:
        Bibi Ahman received the Walter Eppenstein Physics Award for research on the effect of SPF and application thickness on the degree of a sunscreen’s ultraviolet radiation absorption.  Bhavya Narala received the Stockholm Junior Water Prize for research on the effect of hospitals on wastewater treatment plant effluent. Ethan Strayer received the Stockholm Junior Water Prize, placed 3rd overall and was awarded an all-expenses paid trip to participate in the Intel International Science & Engineering Fair in Los Angeles for his physical, chemical and biological assessment of the upper tributaries of the Alplaus Kill. Nathan Wiegman and Zackery Wistort received the Nuclear Society Award and the United States Navy and Marine Corps Award for producing a portable electronics solar charging device.
        The students were congratulated by the Niskayuna Town Board and recognized by way of a ceremonial resolution.

RESOLUTIONS

        The following resolutions were approved with a vote of five ayes unless otherwise noted.

        Resolution 2011-117, employs additional persons in the Recreation Program and Water and Sewer Department.

        Resolution 2011-118, authorizes the execution of an outside user sewer agreement.

        Resolution 2011-119, is a ceremonial resolution congratulating students at Niskayuna Central School District for receiving awards at the 21st Annual Great Capital Region Science & Engineering Fair.

        There being no further business to come before the Town Board, Supervisor Landry adjourned the meeting.
