AT THE SPECIAL MEETING OF THE TOWN BOARD OF THE TOWN OF NISKAYUNA DULY CALLED AND HELD ON THE 18TH DAY OF AUGUST, 2011, AT 7:00 PM AT THE NISKAYUNA OFFICE BUILDING, ONE NISKAYUNA CIRCLE, NISKAYUNA, NEW YORK, THE FOLLOWING MEMBERS WERE PRESENT:

Also present: Barbara Nottke, Deputy Town Clerk, Peter Scagnelli, Town Attorney, John Lubrant, Chief of Police, Matt Miller, Deputy Town Attorney, Stan Fiminski, Deputy Chief of Police, Paul Sebesta, Comptroller, Frank Gavin, Superintendent of Highways, Kathy Matern, Town Planner and Matt Yetto, Town Engineer.
Councilwoman McGraw introduced the members of the Niskayuna Swim & Dive Team who have had an award winning year. Coaches, Pat Smith and Mike Held have done a great job leading the team through a terrific season as signified by their trophies.
The town appreciates the team effort put forth by the swimmers and their families who volunteer to put together the outstanding events throughout the season which include a swimmathon to raise money for the Donna Crandall Cystic Fibrosis Foundation.
Supervisor Landry added that participation on the team has increased over the years and he hopes that will continue. This year the team raised over $1600 for cystic fibrosis at the swimmathon. The supervisor thanked the team for all their efforts and presented a special resolution to the members.
PRIVILEGE OF THE FLOOR
Mae Burgess, 848 Maxwell Road, plays bridge at the Senior Center and heard that the players will have to set up their own tables. She thinks the staff should set up the tables.
She spoke about concerns she had with parking at the Senior Center. She parks in the handicap area which is not near the other lot. When she is the last person to leave the center, she says a staff member should remain until she is safely to her car.
She questioned what was being done with a $9,000 gift to the Senior Center and the scheduling of the Senior Program Committee meetings as she would like them scheduled at a time when she can attend.
As Sue Leonard is about to leave she commended her for years of a job well done at the Senior Center.
Supervisor Landry announced that the artwork created at the First Annual Art-Out is displayed around the Board Room. The Art-Out, which took place last week at Lions Park was organized by Edie Cannizzo with help from Lori Peretti and Julie Lohre. Artists spent three days creating their works at the park, ending with a reception to display their art. There will be another reception at the September 27th Board Meeting to honor the artists. Supervisor Landry thanked the artists for participating in the first Art-Out.
The following resolutions were approved with a vote of five ayes unless otherwise noted.
Resolution 2011-148, takes action on an application for a special use permit for the amendment to a previously approved planned development district to allow the construction of a 560 square fool addition to the existing Shop Rite Supermarket.
Resolution 2011-149, employs additional persons as lifeguards at the Niskayuna Town Pool.
Resolution 2011-150, calls for a Public Hearing to amend chapter 180 of the Code of the Town of Niskayuna entitled Soil Erosion and Sediment Control.
Resolution 2011-151, calls for a Public Hearing to amend Chapter 220 of Code of the Town of Niskayuna entitled Zoning, regarding the definitions of electronic message boards and animated signs.
Resolution 2011-152, was tabled.
Resolution 2011-153, congratulates the Niskayuna Town Pool Dive Team on a successful summer season for 2011.
There being no further business to come before the Town Board, Supervisor Landry adjourned the meeting.
